Well, that is, if you redefine "victory" somewhat.
Absent all context, and any rational notion of causality, I suppose Charles Krauthammer's conclusion could be a reasonable statement.
"The turning of Sunni Iraq against al-Qaeda is a signal event in the war on terrorism. Petraeus's plan is to be allowed to see it through."
It's from Krauthammer's WaPo column today.
Of course to believe such a thing you have to sort of assume away the entire destruction of Iraq, the building of Al-Qaeda in Iraq, the creation of a terrorist threat there where there was none, and the naive (at best)re-characterization of the Sunnis in Iraq - who have actually left the government - as warriors on "our" side.
Other than that, it makes sense.
A friend said to me: "It's like somebody shot your cat, put a bandage on it, handed it back to you and said 'See? It's getting better.'"
General Petraeus was part of the military/political group who shot the cat.
